تعلن جمعية النهضة العربية للديمقراطية و التنمية في الاردن عن حاجتها الى :

1- Project Manager

Job Description:

The Project Manager will provide oversight on the project. S/He will be responsible for coordinating the overall project planning, implementation, monitoring of progress, and facilitation of requirements to secure project progress. S/he will be responsible to coordinate and build relationships with key stakeholders, including relevant local partners, government, private sector and the field staff. In addition, the project manager will be responsible for monthly, quarterly and final project reports, employ resourcefulness in project design, and trouble shoots project problems and identifies creative solutions. The project manager must make every effort to ensure that the Project’s objectives/outputs are achieved with a high standard of quality according to the log frame and budget, within the contracted project period and in compliance with national laws, donor regulations and ARDD policies and procedures.

Main Responsibilities:
S/he will serve as a team leader of the project team with the following responsibilities:
Provide direction and leadership in advocating project objectives and in ensuring that all interested stakeholder and partners are well informed about the project activities and goals.
Develop selection criteria and vulnerability assessment in order to identify potential candidates from among refugees and vulnerable Jordanians to apply for positions at the three enterprises (Crafts, wood work and food production)
Supervise the financing for beneficiaries to participate in a programme of their choice at the 3 enterprises related to Crafts, wood work and food production.
Coordinate research development and provide feedback and recommendation whenever needed to ensure that the research comply with the project objective and donor requests.
Supervise the establishment and refurbishment of the business incubator/community spaces in Amman and Mafraq.
Supervise and coordinate the development of the vocational training materials and supervise organizing the vocational, and transferrable skills training, on the job mentoring and guidance on industry standards and business registration.
Participate in marketing outlets in Jordan for direct marketing of micro-enterprises products and support of an online/virtual marketing and sales platform
Organize round tables with government and the private sector on the challenges faced by vulnerable communities in accessing livelihoods
Represent the Project, as required, vis-a-vis other stakeholders and endeavour to build professional relationships with them and the private sector partners in order to ensure the full participation of them in the identification, planning and execution of project activities.
Ensure that all contractual obligations with the private sector partners are adhered to and make the necessary contacts and efforts to ensure implementation of required targets.

Protection:

Coordinate with the legal Aid department the provision of legal consultations and mediations services to beneficiaries on labour grievances, debt and other cases to reduce vulnerability
Coordinate the provision of awareness sessions on violence and discrimination, conflict management SGBV and referral services
Coordinate the provision of psychosocial support sessions

Media, Research and Advocacy:

Conduct communication and advocacy activities in cooperation with the Media department to raise visibility about the project and the micro-enterprises’ products
Develop the partnership model and legally binding agreements under government and media oversight
Ensure decent gender-sensitive workplace policies are applied in the enterprises
Research, develop, and present ideas for strategic initiatives designed to have a broader impact on ARDD’s social impact strategies.
Participate in the preparation of internal and external communication materials such as board materials, issue briefs, websites, speeches, and press releases.

Training and capacity building:
Coordinate with the Legal Aid Department the provision of guidance and awareness sessions on the right of work; business registration obligations and liabilities and the risks of borrowing
Conduct a series of educational and cultural activities.
Conduct a participatory training needs assessment and develop the methodology and training plan and curricula
Conduct transferrable skills training on leadership, team work, time management, work ethic, interviewing, CV building, communication and technology.
Support the Talent & Workforce Initiatives portfolio by sourcing, evaluating, and structuring strategic partnerships with the private and public sector to support demand-driven training programs for vulnerable populations and increasing the quality of jobs for targeted beneficiaries
Cultivate and maintain strong working relationships with internal stakeholders to promote early talent pipelines from CSR partners.

Others:
Assist in other projects as required by the Head of department.
Qualifications
Bachelor's degree required. Relevant post graduate degree is a plus.
Six-to-eight years minimum work experience, demonstrating increasing responsibility.
Demonstrated success in managing projects to achieve specified goals and outcomes.
In-depth knowledge of grant making, business development, and procurement.
Relevant experience in the nonprofit and private sector.
Relevant experience in income generating, business incubators, labor market and labor conditions and policies.
Solid understanding of nonprofit and private sector, organizational structures, and challenges.
Demonstrated ability to develop strategy and think critically across a range of issues and topic areas.

Skills:
Excellent writing, communications and project management skills with a proven track record of writing and presenting to a wide range of audiences.
Proficiency in Microsoft Word, Excel, Outlook, and PowerPoint in a Windows environment.
Strong organizational skills, attention to detail and ability to prioritize.

2- Monitoring and Evaluation Officer

JOB PURPOSE:
The Arab Renaissance for Democracy and Development (ARDD) is seeking to recruit an experienced Monitoring and Evaluation Officer who will be responsible for the implementation of the Monitoring and Evaluation (M&E) framework for ARDD’s projects and programs. She/He will ensure that projects and programmes of the organization are implemented in line with agreed and approved objectives and that projects maintain their strategic vision and result in the achievement of the intended outputs in a cost effective and timely manner.
Main roles and responsibilities of the Monitoring and Evaluation Officer will be as follows:
Monitoring - Lead the design and implementation of a monitoring framework to track delivery against the program’s goals and objectives.
Evaluation - Lead the analysis of data collected under the monitoring framework for assessment of progress and areas for improvement.
Reporting - Regularly provide synthesized and updated reports on the status of project implementation.
Coordination – Ensure regular coordination in line with the monitoring framework with the program partners, beneficiaries and stakeholders.
Technical assistance – Provide program partners, beneficiaries and stakeholders with necessary relevant technical assistance to improve performance.

KEY RESPONSIBILITIES AND DUTIES:
Design of M&E systems
Develop and update Results Framework and M&E systems for projects and programs ensuring the following;
Developing qualitative and quantitative tools for data collection and data triangulation;
Developing baseline data for each project component and for relevant project indicators
Support the preparation of the M&E work plans ensuring their compatibility with project activities and budget
Support the development of Pre and post evaluation questionnaires
Analyze data collected, identify successes and challenges and final recommendations
Indicator development across projects and geographic locations, including incorporation of organizational core indicators
Routine monitoring of program activities
Developing assessments of beneficiary needs
Developing accountability feedback mechanisms to ensure responsiveness to needs and clients
Data storage and secure accessibility of data by project staff and country/regional management
Information management
Developing log-frame and monitoring and evaluation plans taking into consideration the Sex and Age Disaggregated Data (SADD) and Gender and Age Marker (GAM)
Training and capacity building

Train staff and case managers on data gathering and data compilation techniques, data management and analysis and results‐oriented programming, monitoring and evaluation methods and principles;
Provide training on surveys, interview techniques, and other monitoring and evaluation tools;
Train staff and implementing partners on report writing techniques and requirements for relevant donors in order to ensure compliance
Conduct preliminary participatory capacity assessment of current ARDD program/field staff to identify specific gaps in M&E technical skills. Based on needs identified by staff in the preliminary capacity assessment, support development of an M&E capacity building plan
Coordination and implementation of M&E

Supervise and lead monitoring and evaluation activities;
Undertake additional and regular visits to the fields to support the implementation of monitoring and evaluation by ARDD partners;
Supervise data collection and collect data on a regular basis to measure achievements against the indicators;
Promote a results-based approach to monitoring and evaluation, emphasizing results and impacts;
Ensure data quality during data gathering and data entry phase;
Conduct baseline studies for the purpose of monitoring and evaluation;
Supervise and implement field surveys and action researches
Develop program level M&E strategy
Development of robust M&E plans and logical frameworks for each project taking into consideration SADD and GAM
Coordinated monitoring of project activities, ensuring that activities are carried out or as planned or adjusted/adapted as needed
Contributing to an organizational culture shift from a focus on data being primarily for donor reporting to using data for decision making and action
Support the technical coordinators and field teams in analysis of data, including going beyond simple Excel charts to more sophisticated statistical analysis
Assist in conducting regular analysis to: (1) compare data against project milestones, targets, and quality expectations across project sites; (2) identify issues requiring further attention; (3) define action needed and assign responsibility and deadlines
Support design and implementation of internal evaluations and project assessments with relevant program staff and technical advisors
Reporting

Develop final evaluation tools, analysis and implement exit strategies;
Administer the M&E database; analyze and aggregate findings;
Ensure quality control of reports drafted by the program development managers and project officers;
Ensure timeliness of reporting to stakeholders;
Produce reports on M&E findings and prepare presentations based on M&E data as required
Work with the program staff to provide M&E inputs for reports written during project implementation
Lead the M&E section of the proposal development process, including the theory of change, and ensuring that the log frame is developed with the full participation of the field team, and that multiple technical sector inputs are integrated
Coordination of external monitoring and evaluations missions

Identify the need and the TORs for specific external and internal monitoring and evaluation activities; recruit, guide and supervise consultants or organizations that are contracted to implement special surveys and studies required for evaluations;
Lead the design and implementation of ex-post and ex-ante evaluations;
Facilitate, act as resource person, and join if required any external evaluation and audit missions;
Coordinate reviews and evaluation of projects and programs and ensure documentation of best practices for dissemination and sharing of experiences
Manage external evaluations in partnership with relevant stakeholders, such as donor or project managers, including the development of Terms of Reference, selecting consultants or evaluators, oversight of contract, reviewing outputs, etc.
Lessons learned

Ensure the identification of lessons learned and develop case studies to capture qualitative outputs of the project,
Produce reports on M&E findings and prepare presentations based on M&E data as required.
Organize and coordinate lessons learnt workshops/review of program work plans with partners and other stakeholders, in close coordination with the Program Management Department;
Facilitate reflection exercises on internal and external research produced to promote evidence-based planning;
Monitor the follow up of evaluation recommendations with the Head of Programs.
Support development of tools and systems that ensure recommendations/lessons learned from previous grants flow back into project design of new grants. Support project/program staff to properly document, organize and capture program progress and create a tools and library to increase institutional learning and disseminate lessons learnt
QUALIFICATIONS:

Bachelor’s Degree in social sciences or related field. Master’s degree is preferable;
At least five years of relevant work experience in the Monitoring and Evaluation field, responsible for implementing M&E activities of national and international development projects;
Solid knowledge in Monitoring, Evaluation techniques, Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies;
Experience training and mentoring staff and local partners
Experience in data collection
Strong planning, organizational and interpersonal skills
Excellent teamwork including abilities to coordinate well with diverse individuals and teams and to negotiate effectively with colleagues and stakeholders to achieve results
Data analysis and using data for decision-making in multiple technical sectors
Proven technical skills in monitoring and evaluation, including experience with multi-sectorial and multi-donor funded programs and experience with qualitative and quantitative data collection and analysis
Strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies
Fluency in English required

FUNCTIONAL SKILLS:

3- Logistic / Procurement Officer

JOB PURPOSE:

The role and function of Logistic and Procurement officer is to provide the required goods, services and works with the required quality and quantity to ADDR operations at best value for money.
It is an essential requirement that the procurement manual to be understood and read in conformance with the purchasing policy and other guidelines created by the management. To ensure good implementation within Amman head office, partners, and local field offices of ARDD.
KEY RESPONSIBILITIES AND DUTIES

Procurement:
Procure all materials and equipment in a cost-effective and transparent manner, in line with ARDD and donor specific procurement policies;
Review procurement requests to ensure appropriateness of technical specifications and seek clarifications, if required;
Ensure that all order requests, purchase orders, request for quotation and invitations to bid are tracked from point of planning and request through to final receipt;
Vendor setup and management, procurement software data entry and management;
Prepare/oversee the distribution of invitations to tender and manage/conduct all aspects of bid/proposal evaluations;
Participate in the joint verification of procured goods and equipment and to ascertain the items conformity to technical specifications and quantities;
Assist with the preparation of contracts and amendments of contracts when needed;
Liaise with suppliers on delivery schedules and regularly review, update and share the procurement trackers with the Finance Manager ;
Provide procurement planning support to the programs’ staff as required;
Conduct regular market surveys and search the market for new suppliers that may provide better service or value for money for ARDD;
Participate and facilitate the supplier pre-qualification process;
Initiate strategic sourcing for frequently purchased items to ensure framework agreements with the suppliers and service providers are in place;
Ensure procurement files are accurate and records are in compliance to ARDD and donor procurement policies, filing system is properly established, all soft copies and hard copies of procurement files are accessible and manageable by auditors;
Prepare and submit payments of suppliers to finance on a timely manner;
Asset management and tracking duties as assigned by ARDD’s SOPs;
Other duties as assigned.

Vehicles and Maintenance :

Supervising and planning vehicle allocation in order to optimally serve the organization needs;
Monitoring the fuel consumption of ARDD vehicles and the skills of the drivers;
Ensure that the vehicle (s) is properly and reliably serviced and maintained to the necessary standard so as to enable consistent safe movement within;
Follow up on the Insurance ,and registrations for all ARDD vehicles;
Supervise and follow up on all maintenance issues at all ARDD offices.
QUALIFICATIONS

BA in Administration, Finance, Logistic or any related field;
3 - 5 years’ experience for similar companies or organization and previous experience in the logistics field with INGO;
Experience of working with risk assessments and safe standards of work;
Willingness to work flexible hours and to travel frequently to the field/remote areas in the project sites;
Demonstrated reliability;
Ability to communicate instructions effectively;
Ability to work under consistent pressure;
Willing & able to offer support to other departments;
Computer literate;
Attention to detail and excellent numeracy;
Good experience in: purchasing, warehousing, vehicle management, administration;
Ability to keep clear and concise records;

4- Communication and Media Officer

Purpose

The Arab Renaissance for Democracy and Development (ARDD) seeks for its Media, Communication, Advocacy and Campaigns Department, a Communication and Media Officer whose role is to contribute to the dissemination of information on ARDD’s work with the aim of spreading knowledge of ARDD’s achievements and impact , The Communication and Media Officer you will be working collaboratively with the team to continue to develop and deliver relevant content and branding materials, and play a key role in the event management for a range of ARDD’s activities. She will work under the direction and supervision of the Head of the Department.
Key responsibilities

Production of material, publications and content development (for external use)
Drafting, researching, and editing content on selected topics, including for publications, press releases, websites, blogs;
Coordinate, develop and maintain ARDD’s online content including preparing newsletters, social media and administrating ARDD’s website;
Ensuring content and design adheres to agreed standards time frames and branding guidelines;
Producing content/ multimedia content and coverage relevant to ARDD’s work and current events for different media outlets and for different audiences;
Creating and editing content for videos, info graphics and other multimedia;
Responsible for developing monthly and annual reports;
Produce background research on selected topics where needed.
Social Media Development

Support in producing social media content for various audiences on specific themes; ensuring upcoming events are posted on social media;
Managing social media platform;
Monitoring developments on social media platforms relevant to ARDD’s fields of work;
Support in developing and implementing a digital communications strategy in close cooperation with the Head of Department.
Production of material, publications and content development (for internal use)

Support in developing internal and external monthly newsletters (Arabic/English) on ARDD’s activities and interventions;
Support in reviewing, editing and developing ARDD’s publications with the relevant teams ensuring that all publications shed the light on the background and context of the issue and the reasoning and relevance to ARDD’s role.
Coordination

Help set the priorities of all the departments’ tasks and ensure that all is executed within the assigned deadlines as per the head department instructions.
Events

Assisting in managing ARDD’s events, including conferences, in close coordination and liaison with relevant staff;
Prepare Media kits, flyers any other relevant event tools;
Ensure that the branding and audiovisuals are in place for all events and ensuring the branding and visibility of ARDD events are optimal.
Database and Archives

Maintaining and updating existing database of media, press, TV, radio and other media outlets nationally and internationally;
Building and maintaining a list of contact lists for newsletters, invitations etc. comprising from all relevant stakeholders such as Media contact, Partners, Donors etc.;
Create an archive of all ARDD’s publication and communications materials in addition to relevant publication, branding guidelines and branding tools.
Media monitoring

Monitoring media in relation to topics relevant to ARDD’s work;
Preparing monthly and quarterly internal reports covering website and social media usage;
Preparing Media Monitoring Reports on each theme/event or release.
Any other administrative tasks the head of department may assign

Qualifications

Bachelor's Degree in journalism, development studies, political science or other related fields;
Minimum of 3 years’ experience relevant to this position;
Experience in digital communication, social media management, and multimedia content production;
Experience with E-newsletter production, still and video photography and editing software content creation;
Familiarity with the media landscape;
Knowledge or experience in ARDD’s fields of work is an asset.
Knowledge and Skills

Excellent writing skills and oral communication skills (both English and Arabic);
Demonstrated ability to synthesize complex issues using user friendly language;
Solid understanding of the social, economic and political development and challenges in Jordan and the Arab region;
Prefect knowledge of publishing programs and IT skills;

5- Research Officer

JOB PURPOSE:
Under the supervision of the Research Manager, the Research Officer is expected to support the center in all research related activities by ensuring efficient implementation of research and data analysis processes and systems in the office. The Research Officer will be in charge of conducting various types of activities related to research through data analysis, questionnaire design, maintaining the network of outside consultants/researchers and providing technical input and support on day‐to‐day tasks related to research and assessment. The Research Officer will also be required to contribute to the research capacity building of the research interns/staff of the organization.

KEY RESPONSIBILITIES AND DUTIES:
  • Design and prepare research action plans, and methodology according to project need. In addition to the design of the questionnaire/reports and, tabulations;
  • Execute the plan’s activities in order to collect the research data;
  • Conduct various types of research (quantitative and qualitative);
  • Conduct and prepare quick studies and case studies;
  • Maintain communication with the Research Manager about each step of the plan;
  • Complete the required research upon the agreed timeframe for the task;
  • Research, collect, analyse, and report;
  • Develop new or revise current survey and assessment forms, queries and reports as required;
  • Prepare draft technical reports, statistical analyses, information bulletins and other relevant information related to ARDD s Projects;
  • Support coordination with other colleagues to ensure complementarily and analysis of all ARDD documents;
  • Prepare materials for submission to Donors  and funding agencies and foundations;
  • Assists with the editing and preparation of reports;
  • Meet regularly with supervisors to discuss research assignments;
  • Attends office and donors meetings when needed;
  • Manages and replies to project-related correspondence;
  • Performs other related duties as assigned by the Direct Manager;
  • Maintains regular contact with related institutions and network of researchers;
  • Takes notes at sessions;
  • Coordinates and overseas field interventions for data collection by conducting  FGDs and interviews;
  • Project management (logistics, organization, communication with participants);
  • Designs research training materials, tools, and trains research Officer and other related staff who will be involved in the research activities;
  • Undertakes field visits to the research areas and travel whenever requested by the management;
  • Designs project training materials.

QUALIFICATIONS:
  • Bachelor degree in Human rights, Law , Social Sciences ( Political Science, Economics, Sociology) or any related field;
  • 3 - 5 years of experience with international/local organizations in implementing development projects, including experience in research;
  • Strong interpersonal skills and the ability to work with people from various cultural and social backgrounds;
  • Ability to work and communicate effectively, both verbally and in writing;
  • Willingness to work flexible hours and to travel frequently to the field/remote areas in the project sites.
