Psychosocial Officer

CARE International established a presence in Jordan in 1948, created in the wake of the Palestinian refugee crisis. Over 70 years later, CARE has served the needs of the Palestinian, Iraqi, Somali, Sudanese, and now Syrian refugee communities.
CARE’s scope of work has evolved from emergency response to long-term development programming, now encompassing an Urban Refugee Protection Program, the Azraq Camp Program, and the Sustainable Development Program. In late 2016, CARE created its Strategy- Business Plan 2017-2020, defining CARE’s program goals to fight poverty and inequality by 2020.
CARE International in Jordan has a vacancy for the post of Psychosocial Officer Scope of Work:
This position will be working closely with Community engagement and partnership coordinator in Azraq camp program with an aim to Improve the beneficiaries’ psychosocial   wellbeing and conditions, Supporting the Community based protection team by providing guidance and capacity building for the implementation of qualitative psychosocial care and mental health activities, and assisting the team members in the identification of beneficiaries in need of specific psychological counseling and ensuring individual or group support for identified beneficiaries.
This position will be covering Azraq program four locations regarding PSS implementation activities, in addition, he/she will be responsible in building the capacity for the Incentive based volunteers participating in implementation non-specialized psychosocial activities in the assigned locations.

Duties and Responsibilities:
Job Responsibility #1 Planning, monitoring and reporting: 
20% of time
  • Support the review and implementation of psychosocial support activities, materials, and guidelines.
  • Develop detailed psychosocial support activities work plans that are aligned with Program timelines and targets.
  • Review mapping activities results, and provide weekly status report, including the required analysis.
  • Provide input into the design of psychosocial annual plan, including target groups, timeframe, expected results, and strategic approach towards providing PSS support activities in relationship with other working sectors. 
     
  • Maintains all relevant project documents in electronic and paper files (reports, contracts, agreements, correspondence, meeting notes, training materials, etc.)
  • Provide monthly recommendations to feed the Community service and mass information working group in the camp, regarding the PSS overall studies, current implemented activities, and future plans.
  • In coordination with different component coordinators, support in developing psychosocial IBVs TORs for the opening opportunities in Azraq camp.
  • Implement all the required quality assurance procedures to ensure the quality, transparency, and accuracy of registered data.
  • Link implemented activities with the related projects on the CDS according to the information management monthly reports and program needs.
  • Support formulating key advocacy messages and targets from lessons learned, assessments, research and evidence gained through PSS sector implementation on community service and protection activities.

Job Responsibility # 2 Psychosocial activities Implementation: 
70 % of the time
  • Implementing psychosocial activities and providing psychological consultations on regular basis.
  • Assess the beneficiaries’ psychological condition by using psychological tools to detect the vulnerable cases and ensure psychological follow up.
  • Assist in development of referral networks between Program implementing staff and implementation of referral pathways.
  • Participate in conducting trainings staff on Mental Health related topics.
  • Conducting regular Awareness raising session with target communities within Azraq camp.
  • Coordinating with the other Community service protection team to identify appropriate trainings and providing them regular trainings on Psych-Social Support.
  • Ensure that summaries of meetings, seminars or workshops attended is written, well documented and shared with the CEP coordinator.
  • Properly documents the achievements and lessons of the PSS activities and disseminates to other stakeholders.
  • Maintains contacts and effective communication with key actors involved in the camp (UNHCR, other NGOs and agencies, Government departments).
  • Report on all meetings and develop ways to involve lessons learned.
  • Participate and if necessary organizes coordination between different donors, agencies and organizations to enhance the impact of CARE’s work through good coordination.
  • Ensure close engagement of other working parties in the camp, departments and Agencies.
  • Coordinate with mobilization team and implement communications and community engagement strategies to ensure the proper participation from the communities in the PSS conducted program.

Job Responsibility # 3 Ensuring community participation, promoting women’s empowerment, applying CARE standards:
5 % % of time
  • Makes sure that project activities are performed in line with CARE standards including key humanitarian standards as set out in the SPHERE and IASC guidelines. 
  • Ensures that gender considerations are taken into account at all stages of the project cycle from design through implementation to evaluation;
  • Ensures the participation of the community in all stages of the project cycle.


  • Job Responsibility #4 other duties and Responsibilities assigned by the supervisor:
5% of Time
Qualifications and Requirements:
  1. Education and training

Required:
  • Bachelor’s degree in psychology is a must

     Desired:
  • Master degree in clinical psychology.

  1. Managerial Know How 

  • Involves integrating and harmonizing requirements of diverse functions in operating, support, and administrative situations. It may be exercised through consultation as well as direct action; Management requires a combination of planning, organizing, controlling, and reviewing along with direct and indirect execution. Choose one of the following: Task; Minimal; Related; Diverse; Broad.

  • This position requires (Minimal) managerial know-how. 

  1. Experience

Required:

  • Approximately 3 years of experience supporting programs in the field(s) of Psychology and psychosocial activities direct implementation and planning with capacity building and specialized training.
  • Experience working closely with other NGOs and donors.
  • Computer skills, in particular email, Microsoft Word and Excel
  • Fluency in Arabic and English, both written and spoken.
