تعلن Mercy Corps-Syria Response Office في الاردن عن حاجته الى :

1- WASH & Shelter Coordinator

General Position Summary 
The position encompasses a wide range of project activities, prioritizing technical oversight of rehabilitation/reconstruction activities, contracts and contract management together with field based works, budget monitoring related to WASH and Shelter rehabilitation, capacity building and field staff mentorship, and supporting the field teams to deliver effective and quality programing, and launching new partnerships. The position must ensure that interventions adhere to relevant standards and Turkey SNFI priorities and approaches. .
Essential Job Responsibilities 
WASH and Shelter Rehabilitation PlanningImplementation and  Follow-up
  • In coordination with the field teams, lead field activities related to reconstruction / rehabilitation of shelter and water and sanitation facilities undertaken by Mercy Corps in program target areas.
  • Work closely with the Project Manager and other relevant staff to plan and develop shelter and WASH infrastructure programs and activities.
  • Maintain accepted technical standards for all Mercy Corps WASH and Shelter different activities and ensure that project staff/engineers, suppliers and contractors understand, accept and adhere to these standards.
  • Review and validate of the technical specifications, engineering designs and work schedules to ensure consistency with the most appropriate methods and standards of WASH and Shelter cluster, Water operators, and national codes.
  • Review of the bill of quantities and bill of materials of the activities to ensure the estimated costs are reasonable and comparable to the market rates
  • Provide technical inputs to contribute to the design and development of new programs and proposals.
  • Ensure the construction project activities are well coordinated and implemented in an integral manner so as to ensure effective and efficient utilization of physical and human resource during implementation.
  • Regularly review the field progress reports to ensure accuracy and consistency in reporting.
  • Carry out remote technical audits and activity monitoring for open sites and implemented activities.
  • Preparation of monthly progress reports and project completion reports on relevant rehabilitation/construction activities undertaken, and provide relevant inputs to donors reports reflecting the project’s technical component
  • Any other reasonable task as may be assigned by his/her direct Supervisor/Senior Management
  • Provide technical support to the WASH and Shelter field teams;
  • Supervise data compilation and treatment;
Contract Management
  • Ensure that all MC infrastructure works (Wash and Shelter) have set out procedures, BoQs/dimensional drawings, and site supervision procedures as required.
  • Identify and supervise technical resources needed to complete the assigned scope of work.
  • Ensure work done is carried out against agreed quality standards, and ensure the project stays within assigned schedule and cost targets.
  • Oversight of Emergency Wash services contract (Water trucking, desludging, garbage removal, water taks…)
  • In coordination with procurement department and program field teams, manage procurement and delivery of project input materials, supplies and labor as far as construction work is concerned.
  • Contribute to the bidding processes and tender documents technical evaluation to ensure competitive bidding and conformity with the procurement procedures.
Partnership Management
  • Help design project frameworks/objectives with local partners, and ensure that the projects funded all meet set criteria and standards and align with the larger MC award(s).
  • Develop and maintain systems and protocols to ensure coordinated and effective communication between Mercy Corps team members and the partner organization(s). Alert the Program Manager of these on a regular basis and offer possible solutions.
  • Closely follow the implementation of partner activities from the design phase through to implementation and close out.
  • Ensure that the team properly maintains project files for each partner, all trackers are up-to-date, and project related deliverables are completed in a timely manner.
  • Coordinate Subaward administrative follow-up.
Field team capacity building
  • Train the field staff technically based on the projects requirements.
  • Provide technical support to the WASH and Shelter field teams
  • Regularly conduct training sessions for field engineers and community facilitators/WASH committees, in the use of the various technical templates including bill of quantities, bill of materials, and technical reporting templates etc.
Administration and Operational Management of Project Implementation
  1. Finance
  • Forecast monthly cash requirements of the project and submit to PM
  1. Logistics
  • Contribute to the development of Procurement plans
  • Send accurate and precise Purchase requests forms in a timely manner, included detailed scope of work
  • Contribute to quality control plan definition and application in coordination with Operation teams
  • Contribute to procurement committees to finalize suppliers’ selection;
  1. Administration/HR
  • Participate in the recruitment of technical staff (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews etc)
  • Ensure that project field staff understand and are able to perform their roles and responsibilities
  • Follow-up the work plans the project field staff in cooperation with Team Leaders
  • Contribute to a positive working environment and good team dynamics
  • Ensure capacity building among staff in relevant sector
  1. Safety
  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
Reporting
  • Provide regular and timely updates on progress and challenges to Program Manager and other team members
  • Contribute to drafting of project progress reports, ensuring the quality and accuracy of technical information provided
  • WASH Cluster reporting (4Ws / plan and capacity reports)
  • NFI and shelter Cluster reporting (4Ws / plan and capacity reports)
Coordination and representation
  • Coordination of activities with other sectors and departments of MC in order to ensure rational use of resources and optimum integration
  • Active participation and contribution to Clusters (WASH and Shelter/ NFI)
  • Active Coordination with other Wash and Shelter actors of the OFDA funded FAST Consortium
Other
  • Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Other duties as assigned.
Knowledge and Experience 
  • University degree from a recognized university in Engineering. (Civil or Mechanical or Architectural Engineering).
  • At least five years’ experience in working in WASH and/or Shelter construction projects.
  • Demonstrable 1 year experience in working on shelter construction projects
  • Fluency in written and spoken English and Arabic.  
  • Strong organizational skills.
  • Reporting skills, and computer skills are required. 
  • Excellent knowledge of AutoCAD software.

2- Project Manager, mobile wallets for financial inclusion

General Position Summary

The Program Manager is responsible for coordinating and implementing the delivery of a program that will seek to catalyze the development of the mobile money ecosystem in Jordan. The aim of the two year program is to encourage micro and small businesses to adopt new technologies to digitize payments to help create a stronger digital wallet ecosystem that can be leveraged to make Jordan more financially inclusive, especially for the most vulnerable. This will result in improved financial inclusion of Jordan’s vulnerable population by leveraging customer-centric merchant payment solutions. Responsibilities include daily management of program activities and program staff, and ensuring appropriate systems and support mechanisms are in place to track, analyze and report on results. The Program Manager must be a strong team leader, able to develop and mentor team members, is an effective communicator, and able to work with internal and external stakeholders to achieve common objectives.  S/he is responsible for managing relationships with local partners, beneficiaries, merchants and other private sector businesses, and Government of Jordan representatives. S/he will ensure the program is contributing to the achievement of country goals and is displaying expertise in the mobile wallet/financial inclusion/digital payment sectors.

  • A minimum of three years of international relief and development program management experience, in cash-based interventions, financial inclusion, market systems and/or related fields
  • Understanding of program design for concepts that aim to improve the lives of refugees and host communities through technology.
  • Extensive understanding of the prevailing business climate and cultural context within the governorates of Jordan.
  • Extensive understanding of the digital financial services ecosystem in Jordan, including the historical challenges organizations and mobile network operators have faced when attempting to convince individuals and businesses to adopt digital finance technology and decrease the reliance on cash.
  • Established ability to manage and communicate effectively with team members of varied work styles.

  • Extensive understanding of the digital financial services ecosystem in Jordan, including the historical challenges organizations and mobile network operators have faced when attempting to convince individuals and businesses to adopt digital finance technology and decrease the reliance on cash.

Living Conditions / Environmental Conditions

This position is based in Amman, Jordan. The location is accompanied, but is not eligible for Hardship nor R&R. The Program Manager will have access to good medical services and the living situation is of a high standard. Water and electricity are present with occasional cuts. The position requires travel outside of the office within Jordan.
Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.


5- COMMUNITY ACCOUNTABILITY REPORTING MECHANISM (CARM) OFFICER

General Position Summary

The CARM Officer would support CARM Coordinator in rolling out CARM in Jordan. They would be specifically responsible for the day-to-day implementation of tasks such as monitoring, prioritizing and categorizing of CARM data from predefined feedback streams. The CARM Officer assists the CARM Coordinator in strategic tasks such as CARM field implementation processes and building capacities of the MC Jordan office to sustainably implement CARM.
The CARM Officer is responsible for the collection and monitoring of CARM data; receiving, collating and categorizing feedback from the five key channels: phone hotline, feedback boxes, face to face and a CARM email address. The CARM Officer is the phone focal point in the MC Jordan Office, responsible for answering the phone within defined hours of service and handling live community feedback in a responsible, courteous and respectful manner. The position works closely with CARM Coordinator and program staff to ensure that CARM feedback channels are safe, confidential and accessible for the beneficiary and greater community. The position also ensures feedback on behalf of Mercy Corps provided in a timely and appropriate manner to the beneficiary and/or community.
Essential Job Responsibilities:
Program Quality - CARM
·Together with the CARM Coordinator, support the development and implementation of a Community Accountability and Response Mechanism for direct implementation.
·Tracking trends in feedback received
·Leverage donor and quarterly CARM reports with program staff and stakeholders to (a) improve program quality in real-time and (b) illustrate to program stakeholders, including donors, Mercy Corps’ commitment to accountability and ability to solicit and respond to community feedback
·Together with program teams, design and implement processes and procedures ensuring the integration of lessons learned into program implementation.
·Ensure the organization of CARM country-level database, including data entry, monitoring, analysis.
·Ensure elevation of serious complaints and transparency and integrity in the processes for addressing serious issues
·Ensure that Mercy Corps staff and stakeholders are aware of the processes and procedures underlying CARM overall, particularly the channels which their feedback will be routed through
·Monitor and input feedback from all feedback channels into the CARM database
·Provide timely responses via the feedback channels, leveraging CARM for two-way feedback
·Translate feedback from Arabic to English, for example prior to inputting it into the CARM database
·Take minutes of meetings, develop updates following field visits and other avenues of tracking data in detail and via written reports
·Conduct field visits, engaging CARM spot checks, awareness raising, and refreshers and providing follow-up on specific feedback cases.
Coordination
·Collaborate with other actors to develop referral maps and mechanisms for communities where MC implements programs including frequently updated service mapping
·Participate in relevant internal and external coordination meetings;
Security
·Ensure compliance with security procedures and policies as determined by country leadership.
·Proactively ensure that team members operate in a secure environment and are aware of policies.
Organizational Learning

Works Directly With: CARM programmatic focal points, CARM backstop and all project/program teams, including Mercy Corps beneficiaries.
Knowledge and Experience
  • Bachelor’s degree in Social science or equivalent in relevant field
  • Minimum two year of work experience in relevant work including at least one year of referral experience
  • Experience conducting trainings / awareness raising sessions
  • Arabic and English language, written and spoken, are essential
  • Ability to translate professional, personable, community-focused letters from skills from English to Arabic, vice versa
  • Experience answering hotlines is a plus
  • Commitment to a high level of confidentiality with sensitive information
  • Experience with Microsoft Office (excel, word, and PowerPoint) and Google drive is required
  • Data entry, data/information management and data analysis skills
  • Experience and/or training in handling sensitive information, particularly with respect to Sexual and Gender-Based Violence (SGBV) as well as Protection from Sexual Exploitation and Abuse (PSEA) specifically and finally Child Protection
  • The ability to work closely in a team environment, ability to be patient, adaptable, flexible, able to improvise and work in an environment that is often stressful and potentially volatile.
  • Good interpersonal skills with the ability to clearly communicate ideas and negotiate effectively at all levels and across cultures. Tact and diplomacy are essential.
  • Understanding of preventing sexual exploitation and abuse, child safeguarding and how other types of code-of-conduct issues may arise in CARM mechanisms and best practices for raising awareness of and responding to those concerns

Success Factors

Critical problem solving skills and the ability to work out methods of delivery in very different operating contexts .  S/he will be able to live and work closely with a diverse team of individuals in a highly intense and fluid work and security environment and be willing to travel regularly to Mercy Corps field offices and project sites.

Living Conditions / Environmental Conditions

The position is based in Amman, Jordan and it requires up to 30% to travel regularly to Mercy Corps field offices and project sites.
